I had it modded with ME3 Tweaks Mod Manager, then did this as I was trying to fix the horrible stuttering with an unmodded game (no luck BTW):
1) Uninstalled the game (the entire Legendary Trilogy)
2) Restored the BACKUP I previously made of the unmodded ME Legendary Trilogy
3) ME3 crashed on starting a new, clean game
4) Uninstalled the game again
5) Went to the game install folder and realised a lot of files were there from modding hence the conflict. Deleted the entire game folder
6) Reinstalled the backup
7) Tried a new save and it worked.
(but it still stuttered like crazy once I got to the Citadel so I just gave up. It USED to work in 2022 or 2021 and all I've done is upgrade from a GTX1080 to an RTX4070 graphics card. And I was dropping into the 40-50FPS range even with VSYNC forced off so it's not even a VSYNC issue. My GPU usage was 20% and my CPU usage at 6%. So some odd software issue. No idea. Couldn't fix it.)
Other:
You could try a NEW GAME (i.e. "TestFemShep" to see if that launches. If not, try to Verify the game content in Steam.)
no mods installed
1) VERIFY the game content in Steam (Google if that's a new concept)
2) COPY to backup: Documents-> Bioware->"Mass Effect Legendary Edition"
3) DELETE the same folder ("Mass Effect Legendary Edition")
4) Launch the game which SHOULD rebuild the INI files, and I believe your old SAVES for all games should get copied back from the Steam Cloud (but just in case you have a backup)
If a completely NEW career is started and WORKS, but importing doesn't I'd guess the career save is CORRUPT. But it's a guess.
*if you get it working, can someone let me know if it stutters for them?
The Citadel was really bad, but stutters throughout.
