With Tali, you get a romance that is Tali adoring you for everything you've done for her. She is also almost half Shepard's age. She just 'came of age' in ME1, making her barely legal. But, she is loyal... If there is anything I'd say against her: she is in the group of romances that does NOTHING in the events between ME2 and ME3 in regards to keeping tabs on or trying to contact Shepard.
With Jack, you help her work out her emotional issues and she finds in Shepard stability that was missing in her life. Her ME2 romance results in a very tender moment, but not the wild bang alot of guys want. It can continue in ME3, but again, no cinematics. Jack does show that she really missed Shepard between ME2 and ME3 and is even pissed at him for it (in addition to the Cerberus stuff). But there is a good amount of dialogue that suggests that she and Shepard go at it like rabbits when they can. In ME3's climax, Jack shows how worried she is for Shepard.
If you want more onscreen 'chemistry', go Tali. If you don't mind that and just want a good romance story, go either way. If you go Jack, I highly suggest doing the Citadel DLC for more romance content with Jack.
