Is there any way to have Jack as playable character in party in ME3?

Do you mean in your party, or actually play Jack as the main character?

If you mean the latter, then I'm not aware of any way to do this.

If you mean the former, I think there are mods that will let you do this in a limited way: check out the Expanded Galaxy Mod, for example.
