I also got the achievement around Virmire but i think it may take longer if you do less side missions and planet exploring.
Interesting. I just went back an counted, and I had completed 16 missions and 50 assignments when it unlocked for me. It was the 50th assignment that unlocked it.
Based on my own experience, and that of others, you should get this achievement after completing 50 assignments and around 15 missions. I got it after 50 assignments and 16 missions, specifically after completing my 50th assignment.
All I can say is that if there are any more assignments you can complete, try doing them. I think you can still do assignments that do not require going back to the Citadel (I'm not 100% on this). I did a total of 57 assignments out of a possible 58 by the end of the game, so you may have a few more. Alternatively, explore some more planets, if you didn't explore them all.
If that doesn't help, then you'll probably have to finish the game and hope, but there may be something I don't know about that you missed, or there may be a bug.
Edit: got it within 1 assignment, turns out i was missing 4 assignment from faros. You really need to finish all side content on the main planets.
