You cant romance Ashley before Virmire. You can flirt with her but to lock in the romance you need the scenes after the Normandy is grounded and on the way to Ilos which is much later.
Only that one counts for the romance achievement.
As for the OP, just choose Liara in 1, then in 2 go for Tali. Liara will give you a bit of crap for it during the Shadow Broker DLC but is also like " its been 2 years, we are different people now" and you can stay friends without any hard feelings.
And then in 3 just stay faithful to Tali. That will net you all 3 games romance achievements.

It's not psycho. And while the game doesn't count it as a romance because it does not complete, it can block the Liara romance which is how I count a lock in. People can do it for story RP reasons as well, I've done it on a playthrough for story/character reasons because I wanted to see if it led to any different lines in Mass Effect 2. Honestly, romancing someone just because they're there as a placeholder for someone better wouldn't be great life decisions either, but this is a game where you are roleplaying as someone.
If you're after an achievement, pick whichever is more tolerable for the third but relax. I wish I could romance Garrus in the first game as well, I usually just say all the wrong things to Kaidan (I'm still trying to get that biotic line, damn it) and well... let's just say I leave Liara alone in her quarters or as the last main mission before Ilos.
I can understand the third game turning people off Ashley because it killed her character for me but she had a reason to be upset in the second game. (If only for maintained character progression- Ashley would have been such a fascinating character but alas)
I never got mad at Kaidan or Ashley for their reaction- the second game working with Cerberus made my skin crawl. We were working with terrorists who had and were doing some vile wretched things, if the writers were going for Shepard feeling trapped by that team up, they did a hell of a job.
But Cerberus commits all manner of atrocities on their victims. I'd honestly have thought less of the Virmire survivor for being team!Shepard.
It's where Ashley's character fails because that momentum, not seeing her try to understand and having to help others work through their own issues- wasted potential. Kaidan at least remains fine even if you haven't romanced him.
Totally agree with you there.
The whole story about that was huge and very fascinating. I personally enjoyed to work with them, because the got things done. The council was weak and never took any action to stop the rising danger. I hoped if I let them die a better council would take there place, but no everyone was just mad at me.
