Is there any way to change settings while not in the game?
Ok downloaded game and finally upgraded to Win 10 so I could play the game. after I played for about 15 hours total and it played fine. I checked my GPU and there was update. Updated now launcher works go to play ME1 get the splash screen when game loads than screen resets and says "Mode not supported - Change resolution from ultra to high" yet it still plays opening menu music. ME2 & ME3 still load and play fine no issues, yet ME1 does not (go figure it is the only game I messed with the graphic settings). So is there any way to change graphic stetting while not in the game?

<Your Steam Library Location - C: by default> -> steam -> steamapps -> common -> Mass Effect Lengedary Edition -> Game -> ME1 -> BioGame -> Config -> BIOEngine looks like your best bet - be very careful - suggest notepad++ and searching for resolution as a keyword.

someone else may have a better solution. Id say use a steam trigger - but this game is so convoluted on start up - its not straight forward as you think.

Go into your Mass Effect Legendary installation folder.

There go to GAME/ME1/BioGame/Config and open the GamerSettings file in notepad.
That contains your graphic settings like resolution and such for ME1.
Or just delete that file, it should create a default one with standard settings at next start.
