I don't think it has anything to do with being lazy or greedy, the focus of the game isn't on the ocean. There isn't even much space out there. If you swim out you notice that you reach the end of the map very quickly, why cram that little bit of space full of marine life?
It looks decent enough for a "background" imo, which is effectively what it is.
Go around to the other side of the island, you'll see them in the water. I've tried to chase them down to get a better look but I never manage to see one other than when their tails come out of the water shortly.
There are some beaches on the south of the island at the end of one of the only rivers down there, near the compound bow bunker, you can see them there.
Could be but on every site that shows a map, it's to the south of the map the way they have it rotated. I have no idea where the sun rises or sets in the game.

Bottom left where that river meets the ocean is where you can see them. Walk along the beach to the right towards the two seperate islands.
... Issue? not so much.
Virginia came up to me and pointed out to the water, so I started swimming out, and that is when I spotted the swimming orcas, and they were jumping out of the water, but also a shark started attacking me lol, so had to swim back to safety.
Flying over the area in the hang glider I haven't seen them as yet.
One word, performance, there have got to be limits somewhere. Appreciate the fact that you have what looks like a never ending ocean instead of an invisible wall and a message that says " you are leaving the playable area".
Have you seen what under the ocean looks like in GTA V? It actually looks very good, nobody ever goes there.
