Can't Complete the Residential Bunker

I have everything I need, all the keycards all the weapons besides the katana. I've looked at so many guides and nothing is working.

I am able to open the keycard door in the luxury/residential bunker and when you get to the door with gunshots on the other side I have the prompt to open the door, however when I attempt to do so the interact 'E' bar fills and nothing happens.

There are no other locations blinking on my map just this one someone please help I'm losing my mind
