If you are at the camp of the dead soldier, walk along the shore towards the raft with the gun. Look into the water about 10 to 20 feet (prospectively) in the shallows. that is the best turtle spawn I have found in SOTF. Keep in mind time of day can affect this. Look in the morning to mid afternoon. Later evenings and nights I can not find them.
Also don't forget little turtles in the lakes don't give you shells so don't waste your time on them.
Naturally getting to that side of the map early game is a bit of a trek. Best to master using the hangglider. More time efficient than a zipline network unless you do infinite ziplines by editing saves. If you bother to trek out there, making a small base on the helipads is easy to defend, and those platforms you can place in deep water make it even easier to build there as you only need a small defensive wall on the narrow part of the concrete to protect the whole base and farm bones and creepy armor. So instead of building the base on the concrete like I had to do, place platforms, build the structure on them, and use the concrete for defense.

Mostly any beach they appear and what is strange is one time there were no sea turtles, I hope you mean those because there are other turtles that do not drop shells, and when I placed two water catchers about 3 sea turtles appeared out of nowhere.
Kinda like black magic...
