You'll find another land vehicle that makes travel way easier than the golf cart, and there are hang gliders strewn about the map you can use, even store one on you, and you use those for the really long distances, because hang gliders are super busted. Busted in the sense of they are too good, because of the amount of lift you can get with them, so you aren't truly "gliding", you might as well just be flying at the point lol
Playing the game "efficiently" shouldn't really matter, just do what seems enjoyable, so if building a base sounds neat, it's decently done and can be quite satisfying, but it's not required for actually getting through the game that I've seen.
