NPCs cant ride in your golf cart...?
How was that overlooked

Probably because Kelvin and Virginia are really good at finding you when they want to, so they don't need to hitch a ride.

Yeah this was a huge missed opportunity, I agree. Would have been nice. That said, I'm sure they would have loved to make it happen but couldn't or didn't think it was worth the effort figuring it out.

missed opurtunity for sure. but if you tell Kelvin to follow you, he will magically keep up with you in the golf cart. he just stays there no matter how fast you go. it's kinda insane.

Virginia cannot..
You just have to use the notepad with Kelvin and do the "follow me" command....
Then sit on one of the BACK seats..
Kelvin will then sit in the front passenger seat...Then just get up and go right to drivers seat asap (if you take more then idk...so many seconds.. he will just get out of his seat and be standing around again.
