How do cannibals spawn?

`How do cannibals spawn in this game? im playing solo right now and trying to build a base near the waterfall by the lake, but damn, theres sooo many enemies spawning, having a real hard time as a new starter, is it easier on some spots? Figured maybe closer to the crash site?

The mud covered cannibals spawn in bushes and I've found they can spawn in a bush randomly and pop out of it. The patrols will spawn probably 50ft away from the players base and approach it.

There is a lake in the centre of the map near the beach. You can build a bridge to it and basically have am untouchable base. Though it's easier to reach it in the winter when the lake freezes over
