What is it?

It's an upgrade station. It melts Solafite on your weapons (some of them, you can't upgrade bows or throwables) and gives you a huge damage boost, great for late game.

But yeah, build it where enemies cannot reach you (like an island on a lake) or you'll be stormed.

That's very true ;) But if he's getting overwhelmed or he doesn't have the defences to stand the wave of mutants, that's the easier solution while he builds more ;)
