What's the point of Bone Towers?
What do Bone Towers do?

(I'm not asking about the blueprint).

I built and activated the thing, but so far nothing has happened.

it's called "repell shrine" for a reason

Well there's a repel shrine and an attract shrine. They do as they state. One keeps enemies (mutant/cannibal is unspecified) away from the area the other ensures you never have a good nights rest in that location ever again.
