Are there enemies in bunkers or are they always safe?

Strange question to be asking for someone who doesn't own the game. But its half and half. Some are safe. Some have enemies.

Why strange? I have family and can't play so often. I want to start playing the game next week. So I'm going to read something about the game first and learn some things before I will start.
Ah okay. My apologies. I just found it odd since this doesn't seem like the kind of question would ask unless they have been playing the game to at least midpoint. There was dozens of questions I wanted answers to when I started playing and I only had this same question about bunkers once I had finished about 3 caves.

Sure... but at the moment I'm looking for a good start routine (base location). Some people say... go to the entertainment bunker. So my question... is it a good choice to go to a bunker with nothing (no weapon etc.).

It depends. Some bunkers have no enemies. On of them has no enemies outside of few mutant babies. However some have mutants wanting around and even some dangerous boss enemies. You can sleep in bunkers if there is no enemies nearby though.

Yea you should be good in that bunker. I believe the food one is also completely safe inside but there's no bed or save unless you have a tarp...I'm pretty sure the entertainment bunker has a bed though.

Most bunkers with enemies require keycards to go deeper where they actually are...If I remember one of them does have little baby enemies though, I think that's on the other side of the island.

Also it's kinda lame, but a lot of items will respawn in the bunkers when you save and then load. It's cheesy but it can help if you don't have tons of free time to play and find stuff.

Also make sure you put a gps locator on top of a stick outside of the bunker so you can always see it on your map.
