Low FPS on a medium to high end PC
I am trying to play the game again with my girl seeing as the 1.0 update peeked our interest but it seems that I can't seem to get more then 60 FPS on any of the graphics settings including resolution. I've got the following specs:

1920x1080
I7-13700F
RTX 4070
32GB of DDR5 RAM
Windows running on a separate 1 TB M.2 ssd as well as the game running on a 2TB M.2 ssd.

I've looked at the nivida panel and I don't have vsync enabled in there. Monitors isn't capped in general and in-game settings it doesn't matter what I put it rarely goes over 60 FPS. It mostly stays around 50 while walking around.
I checked how much % my CPU and GPU run at but my CPU never goes over 5% usage and the GPU never over 50% usage.

EDIT: I think I fixed it by going to the game folder and right clicking on the .exe file then going to properties -> compatibility and disabling fullscreen optimizations

I don't really know how to fix it, but I can say that it works on my PC (i5-12400f & RTX3060 Ti). Maybe reinstalling the game? The only problem I sometimes have is when my FPS are going down to 50 after opening my Inventrory, only happens sometimes. Alt Tabbing out of the game and back in solves the problem for me. Have you tried to lower all the graphics and try each option from low to high? Or restarting the game after changing settings or just restarting your PC? I hope this helps somehow, but not sure how to fix the low GPU/ CPU Usage issue. I could list my Graphics options if you want, they work for me at least (60FPS).

I've tried every single graphics option available in the game sadly no chance in FPS. I will give reinstalling the game a shot maybe that will work but I don't think it will.

Edit: Just reinstalled it and it didn't make a difference...

Maybe try checking for error files over Steam? The path again: Right click on SOTF in your libary>Properties>Installed Files>Verify integrity of game files.
I don't think it will solve the problem, but I can't think of any possible solution at the moment since I am no master at this topic.
Have you installed the latest graphics driver?

Do you have Geforce Experience? I've heard that it causes problems sometimes also with the performance of some games and I had the problem once in the past aswell.
If you have it I would suggest reinstall your driver and uncheck GeForce Experience and check "Perform clean Installation". This would deinstall Geforce Experience & and delete files from older drivers.
Also while you're ingame do you have many other applications open? If so close them or just close the ones that need more performance.

I tried that with DDU uninstalling the drivers and reinstalling them with and without geforce experience. And yes a few but not too many. My girl got roughly the same amount open and worse hardware yet she has more FPS than I do.

My only guess would be that you may have a bottleneck between your CPU & GPU? I think, since your playing in 1080p, your CPU bottlenecks your GPU. Your GPU is also for made for higher resolutions (2K, 4K). If you would play on higher resolution the bottleneck would be less, I think. Plus SOTF is CPU heavy so if your CPU is bottlenecking & the game is CPU heavy this would cause the bad performance. But don't trust me with this I only know a bit about this topic.
I could be really wrong, so better do some research.

Make sure you haven't set a max frame rate in the Nvidia settings app. Make sure you're not turning on settings that should remain at "Application Controlled" in the Nvidia settings.

Make sure you don't have some crazy setting in your BIOS like running the graphics card at PCIE 2.0, or 1x width, etc.

its a graphics setting called terrain antisoropic texture, something like that.Set it to off. It seems somethings wrong with it, bug maybe that stresses gpu and cpu

And yet I have an 9th gen I7 and a 4060Ti with everything on ULTRA and I have the game capped at 60 FPS, it never falls below 60 and I can have it way above 60, I just want it locked to 60
