All that said she has her own agenda. If she's on her way to take a bath, get a present or whatever it is she's up to, she might not be there during a particular attack. She shouldn't have to be though, she isn't supposed to play the game for you.
There are however a lot of bugs going on so who knows if you might be experiencing one, I can only speak from my experience as explained above.
For me she's always by my side, always following me, and I'm never passive with the cannibals, always shooting at them or stabbing them or rushing at them, and then when I'm fighting and getting my ass kicked Virginia starts booking it outta there and comes back 20 minutes later. Sometimes but rarely, she does help and shoots the cannibals once and then starts running again. If you're not having this issue then it might just be me doing something wrong or a glitch that only happens to some people.
From what I understand she gets more confident over time. I don't know what causes this confidence to go up though. Kills, player strength, her sentiment towards you, all of the above etc. But I do remember reading something about that.
I have 67 hours on the game and completed it 3 times with all collectables acquired and almost have all the achievements the game has. I know what I'm doing, it's a glitch. And if you can't understand what I wrote then you must be either horrible at reading, or maybe I'm not too good of a writer for someone that's speaking his fourth language now.
