Certain console commands disabled on dedicated servers?

Kelvin bugged on our dedicated server. He's currently out in the ocean to the north beyond an invisible wall. I tried spawning a second one with "addcharacter robby 1" but soon found the addcharacter command doesn't work at all.

Is there any way to enable it on servers? And why disable only that one, especially when you have to be an admin to use it? Is there some other way to get Kelvin back?

There are 2 json files that need to be edited. I did it for Virginia. I just copied the pertinent sections from a save before the death. Should be able to figure it out with sone internet searches

"GameStateSaveData.json" is the relevant one for changing if Kelvin/Virginia are alive and where they are.

I want to avoid this and give global free building on my dedicated server, do I need to give each player admin access or can I set the server up this way and everyone who joins will have free building?

Is reddit the best place to learn how to admin a server?
