swap active item to finish a blueprint

My friend and I have been trying to figure this out for a few days now. When trying to complete a placed blueprint, how do you change what item is active? we see the little arrow above the active item, but we cant figure out how to move it. We've tried every button on our keyboards and it doesnt seem to move! We ran into this issue while trying to decorate our house, when building the bone chandelier, while we had bones on us, the arrow was above the skull icon, and it would not allow us to place the bones in the structure. not sure if bug or if we're just missing how to swap it. Any ideas would be appreciated!

was just strange because we started out placing bones, ran out of bones and placed a few skulls, but ran out of skulls. it moves it on its own when you first run out of an item, but it doesnt move itself after. if thats just the way it is, then im assuming thats not as intended by the devs
