Kelvin will stop working if pathing is bugged, meaning he can´t find a way. In my base I had to remove two defensive beams in order for him to resume working, he can´t cross bridges or use stairs. (seen him do it on rare occasions).
He also has a max work radius, if no logs are found he won´t fetch any. In this regard, Kelvin will sometimes chop a tree for logs without the "clear" order, this however doesn´t seem working properly. You need to use the "clear" order and when he has chopped enough you can tell him to haul.
The safest way to tell whether his AI is working is to tell him to fish, if he brings a fish he is fine.
The same story. if you cut down all trees around, he can't find them and won't do it. To make this work, you need build new holders closer to growing trees, for him to cut them and store. Or deliver logs into pile yourself close to holders, so he can put them into storage.
Sometimes his scan range is annoying, but sometimes it helps against unsactioned tree cutting with tree houses - just take him further from your tree houses and he can clear 20 meters, without fear he will knock your house down.
Devs said about more communication lines coming for Kelvin, so it should get better.
Also, as here people noted correct - he is not a robot, he needs breaks. He can take short breaks while working, But also you should allow him to take a break by specific command time from time - he will come to you himself when he will be dying out of boredom. Granted he won't stuck somewhere along the way.
I have yet to witness my fire going out after adding firewood. I have never added anything since then (no leaves or money) and its still burning after quite some days. Does it really go out at any point?
Maybe its tied to seasons then (would not make much sense tho I think), as I have slept more nights and its still burning. I have set that game to realistic seasons though, so I am probably still in spring or summer.
