This lake does NOT freeze over, effectively walling off cannibals throughout all seasons (and providing Kelvin with a place to fish 24/7).

You can place the logs into the water, with a perpendicular log at each end to level it out.

I suggest creating the horizontal scaffolding of such logs first (so you can better plan the interior layout of rooms), as there are certain spots in the lake where levelling them out is not possible.

Babies will get stuck under your base when they come, and it's not really possible to fill in the gaps down there, so be prepared to live with their "ambience" if you chose to wall off the entire ground floor to prevent them from coming in.

Oh and be prepared to get annoyed a lot when you inevitably drop the logs into the water by accident...

Just FYI, Kel can still fish from frozen lakes.

Have you left the area in the winter? If no, that's why it doesn't freeze.

I restarted a normal save and crash landed on the beach. Currently built in the ocean with a small house. Best part of the beach is the near unlimited seagull meat and feathers and the loot respawn. Bad part is I have to run to the river for water since I haven't printed the flask yet. In my custom playthrough I explored the other side of the island and found a spot that seemed isolated but haven't actually been there yet, it looked like a plateau you can only get to by zipline, but then again enemies do tend to teleport. Also golf course and the crashed plane look fun to build on.
It's a river/stream, not a lake, that could lend itself to not freezing since it is moving water from a realism/physics perspective. But maybe the devs just didn't want every single source of water to freeze for difficulty purposes.

Close to the octopus lake or south of the woods crash site. This is the center of everything you need to finish the game except for end game.

I'm pretty fond of the island on the southeast end of the map, I haven't verified if the lake freezes over yet but there is fish, deer and a lot of plants, plus you're surrounded by by ocean and the only way onto the island is the sand pillar connected to the mainland. There is a pretty sizeable chunk of level terrain and there are actually 3 like little campground spaces off the main road near the lake that make good structure sites. So far I'm the only person that doesn't mind how far it is though.

EDIT- Unfortunately the lake does freeze over. Like Clown World mentioned, moving water is indicative of freeze resistance and there unfortunately is none.

Best place i've seen is right on top of the kitchen and dining bunker.

Pros:
1. Unlimited raw meat and energy bars inside
2. Unlimited crossbow bolts(once you get the keycards
3. Near 3 cannibal camps for rope
4. Lots of dear (make flyswatters to autofarm hides for armor)
5. There is a small pond nearby for water
6. Lots of herbs of all types nearby
7. Near the helicopter for bombs and grenades

Cons:
1. The area starts out pretty thick with foliage and some trees and lots of muddies. Once you get kelvin to clear out the shrubs and sruff tho the muddies attack less.
2. Seems to be a glitchy area for Virginia, she always walks away to the modern ax location for some reason.
I found a really great spot, it is not safe over winter but I play realistic seasons so that is not a problem for me.

There's a lake with like 5 rivers flowing into it, close to the vip bunker with the bar and the pool inside. Two of the rivers form a sort of island of land that is long and goes from the lake with many rivers all the way up to the lake that looks like a bra. There's a road at the very top that goes up a short incline before reaching the lake, the road is sandwiched by two short cliffs.

Build a wall maybe 15 meters long (not long at all) between the two short cliff faces and you are completely safe from attack. The area is spectacular!
