If you leave the stumps, you're just limiting the space where those saplings can show up.
When the saplings do show up don't break them for sticks. They will eventually grow into trees. It takes a while though.
The stumps basically blocks a spot where a sapling COULD spawn.
Say you have a area of 20 points were a sapling could spawn. A stump blocks 4 of those points, so when the game rolls there's only 16 chances (spots) for a sapling to spawn. Removing the stump means that there's 20 chances for a sapling to spawn.
