Make sure audio drivers for motherboard and up to date.
Make sure Windows is up to date.
There's an audio setting in the game options you can turn down from 128. I believe it's called voice count. It also impacts the bitrate. Users have reported turning this down has improved the ear-rape issue with sounds.
As for the graphic issues, will need to know what they are and your friend's system specs. It would be easiest if your friend was here to report on this to avoid any paraphrasing and miscommunication from taking the troubleshooting steps from here to your friend.
Knowing his system specs would be more helpful.

While his GPU should to be still sufficient for the game, his CPU situation is... not that promising...
an AMD FX 8300 is menawhile 11 years old.
It's got only 8MB L3 cache and can only adress slow DDR3 RAM.
It used to be a great CPU, but meanwhile too slow for a game like this.
Considering the game is very CPU intense and demanding even for modern CPUs,
It's "F" for his system, I'm afraid.
He could try running the game on lowest settings, in order to take some burden from the CPU. Maybe even try FSR.
But if he want's to play modern games, he should upgrade to AM4 at least,
Since AM4 is EoL (but still very good), there's good chance for good deals now.

"works on any other game but this" has never been a valid reason.
Something as old as the FX series, it's time to shelf it. Be happy that the CPU lasted as long as it did, cause in a lot of games it still competes with most newer CPUs.
