Here is how I fixed it:
Go into your system files and follow the path:
C:\Users\USER_NAME\AppData\LocalLow\Endnight\SonsOfTheForest\Saves\76561199117158459\MultiplayerClient\0125079110
There is a json file caled GameStateSaveData.json. Open it with a notepad or an IDE and CTRL+F {\"SaveObjectNameId\":\"BunkerA.EntranceHatch\",\"SaveValue\":3}
If the hatch is closed for you and won't allow you to go interact with the ladder that value at the end of this bit of code is 0. Change this 0 to a 3 just like it looks above and save the json file and reload your game. The hatch should be open, and the ladder interactable.
