Her toes are fused together, giving her feet the form of En Pointe ballet shoes. Virginia does ballet often and it's why she walks the way she does; she's eternally forced to walk en pointe.

To be honest with you, I am a bit disappointed too, but it makes sense, if you seen the Virginias from the first game, they look like two of this Virginia merged together in the worst possible way, and 6 of her feet all look like hooks. Therefore, consider this Virginia is half way there, and it just all makes sense. Although I personally would much prefer there are in total 15 toes on her 3 feet and they all look regular, but if it is a game design and it makes sense, then what can I say?
