Open inventory and look all the way to the bottom right. You should see a tactical jacket or any other outfits you have found. Click on it and you will swap out your clothing.

this game is not intuitive at all and just expects you to alt-tab 9 million times

Yeah usually you pack your own bag, and know where you pack stuff. But this game, you'll be looking in your pack constantly for things you can't find that you know you have. If you are playing enough you'll get use to it, and it's not a big deal. But returning to it or a new player, it can be aggravating.

Just don't ask to take off armor to see anything you may wear. You can't.
