My specs are worse (except the CPU) and I have 60 frames on Ultra (with some changes in the graphics settings). Only time I have frame loss is during winter, especially when chopping down trees.
You don't know how computers or programming video games works in the slightest then. The reason why PC gaming has been controversial as a superior platform is because there are so many combinations of cpu types to gpu types that it makes it really ♥♥♥♥♥♥♥ hard to program optimization for them all. My 1080 ti / i7 processor combo had a fun bug in Jedi Fallen Order that made the game performance wise unplayable. Hasn't been fixed to this day. A lower end system can perform better in a video game like this because the developers coded for that combination type or perhaps half of that combination type. Doesn't mean there is something wrong with the other system. If anything in this situation, it means that the developers need to "Get Gud".
This article explains it. Using your i5 with a higher end GPU (like your 3080) on 4K is likely the issue.
If the issue was consistent (it's not) then we could safely say it's a widespread optimization issue, but as I said, I have worse specs than you with the exception of my GPU and I'm running 60 FPS on Ultra.
If your MB supports it with a BIOS update a 5800x3d would be the way to go. It's more money but it is an awesome CPU for gaming.
