Also make sure your graphic card control center app isn't forcing any super resolution. I've heard of gsync also causing ghosting too, so disable that if you're using it too.

Usually, at least.
Temporal algorithms such as TAA or DLSS can also cause it on a game-by-game basis. Try turning TAA off first, see if it fixes. If not, turn DLSS off too.
If it's still not fixed, it's very likely a monitor issue. Google your monitor + ghosting, see what comes up.
