For me she showed up but would run away if I got close. What I did was everytime she'd come by I'd slowly approach her and have my weapon lowered. After a few days of this she'll start approaching you on her own and eventually will start giving you things. By that point she will stop being scared of you and you'll gain the prompt to access her inventory.

She seems attracted to your buildings as she almost exclusively showed up there.

well, I found a guide that mentions it. https://steamcommunity.com/sharedfiles/filedetails/?id=2937945612 Don't know about this mess about not trusting links that are from STEAM itself. I get ones that link offsite.
