What kind of performance should I expect?
I know it's EA, so will probably get optimized as they work on the game, but I'm looking for a baseline to expect with running this game. I don't know a lot about comparing PC specs, so I'm not sure how my specs compare to the game requirements.

My processor is: Intel(R) Core(TM) i7-9750H CPU @ 2.60GHz 2.59 GHz
My RAM is 16GB
My graphics cards are: NVIDIA GeForce GTX 1650 and Intel(R) UHD Graphics 630.

I set my PC to use my NVIDIA graphics card, and I'm getting between 20-30 FPS on Medium settings.

How are my specs for what the game needs? Should I expect a higher FPS based on my specs, or is my PC not strong enough to run the game higher? (Maybe around a consistent 60).

I’m on a 1070 and i7 6700k and I ran pretty smooth through the whole story (abt 5 hours) only issues I was having was during windstorms and entering/exiting caves and even then it would only lag that little cutscene as you squeeze in and out of the cave. I capped the game at 50 fps because there’s no way I’m getting any higher than that. Setting where Low-medium.
They say a 1060 is min spec so I’m cutting it close. Also I believe 12GB ram and I’m running 16 still.

Sorry, but I really don’t know anything about specs. Are those comparable to mine? Are they a bit better/worse?

If I could just get a consistent 40-50 I think I’d be pretty happy. I might have to lower some more settings, though I hope not

I did buy it and have played it some, and I’m only getting around 20-30 fps on low-medium settings. I'm just trying to figure out if that’s to be expected for my rig, or if I should be expecting it to run better.

Not that it’s 1:1 comparable, but I can run Elden Ring and RDR2 on high settings just fine and still get a good FPS in those.

the fact that they only rec a 1060 for this game is stupid, my computer almost burn up on ultra low settings on 50-60 fps , it should say rec 1070 or maybe even 2060

It's poorly optimized. Even the 4080 is struggling a bit. They will fix it give them time.
