When there is a sale on it shows like it is now, when there isn't a sale on it will show a countdown until the next sale is on.

Some games go on sale a couple of months after release, some never go on sale.

If I recall, I think there's a rule somewhere on steam if where they can't put the game onto sale until after x amount of days from the last sale or release. I think it was 90? Who knows anymore
