Would be no problem at all when the developer would've decided not to use IL2CPP and actively make the game mod unfriendly.
For me their stance is clear: They either despise mods or are unable to create a functioning game without the little gains they get performance-wise with IL2CPP. (I would never sacrifice modability for easy +5-10% performance but instead would optimize my C# code for that +5-10% performance boost)
