I'd even buy it for 60€, because i am pretty sure it's better than the AAA Scam Games ala CoD, BF, etc. :D
On the one hand, you are indeed paying for the content that is there.
On the other you are also funding the development of additional content, while you can still play the game.
And if there is enough content, also depends on the play style. Based on IGN review, you can at least build a city before you need to do anything else. :D
