Nope it's not, just tested with a friend. It's not showing up in her list, despite me having the game.

Other games only I own show up tho.

I then used the results to go and buy the game on her account on that pc so yeah it works i assume the game just came out so thats why it might not be showing for everyone right away

yeah i eventually bought the game on my main and tried to family share it on a different account and it worked.
