Apparently it is, but not in the direction you think.
I don't presume to speak for the OP but they might be referring to the fact that AI, houseboats, networking code, optimization, and collision detection in the first game remain a ♥♥♥♥♥♥♥ mess and unlike what people are saying here, there's no indication that early access for the sequel will actually be at a discounted price as far as I can tell.
