Nvidia tracker, Expressionapp.exe not starting, 1073740791

I have reinstalled many times(Nvidia drviers, vtubstudio, and even bios) When turning camera on vtubstudio it will not start. I got 2 cameras and tested both on streamlabs and they work. I made sure no cameras are on when using vtubstudio. Vtubstudio has permission to use camera and even bypass fire wall for itself and expressionapp.exe.

It work a few days ago but now it suddenly doesn't work. My tobii eye trackers works fine but the camera will not connect to vtube studio even though it listed on the camera options. Models are not the problem because im using the default ones. I even went to older updates to see if that would work and same problem persist with 1073740791.

Lastly I try other Tracking Quality beside nvidia and the camera just wont work.

Having same problem keep me updated if you find a fix. Tried everything…

Turn off VPN and it works. It use to work before with VPN on now it doesn't. Please let me know if it works on your end.
