Steam Families beta.
It's basically Family Sharing 2.0 on Steam. I went ahead and set it up and I noticed that VTube Studio is not supported by sharing. So the account that joined my family cannot even see VTS. My main account still can.
So, in theory, this will work by having my main account run VTS while the family account plays the games. The downside is all my save data will not carry over. I can manually copy saves for some games but not all. There may or may not be a problem running games that use an extra launcher, like Ubisoft or Rockstar on the family Steam account, but I have not tested this yet.
Outside of buying VTS twice, this may be the closest I get. I'll leave the link here in case anyone else needs it for their own workaround.

While that workaround was semi-acceptable. It would have left a lot of extra issues to fix. In the end I decided to buy VTS a second time on a different account and now the issue is resolved.
