The old UT 99 and UT2k4 editors can still export bsp levels / maps and other files.
Anyhow, to do it, there would need to be a reasonably well-financed group of individuals or, like Black Mesa, for example, 10 years from a small group of DIYers. They however, had Valve's blessing, which an Unreal remake, Epic would be unlikely to oblige.
Epic are both at once protective of their IPs and reticent to develop them, meaning we get nothing new.
Personally, I don't want an Unreal remake, but a proper Unreal 2. Unr3al, perhaps?
