Does this game run on Windows 98 SE?

Or would I need different files from what Steam provides if I want to run this on period-accurate hardware?

I tested with my GOG version a few years ago ran fine on 98, Steam got same version as far as i know but it might require Steam Client to run as most games here do. Just copy the installed game from your modern PC and try it. If there's no DRM it should work.

I know some retro games don’t mandate Steam association to run (Commander Keen, for instance) but I’m also not sure how far that extends.

Because those use Dosbox, this is native Windows though. PCGamingWiki says it requires Steam.

If you use a copy of the final 226 patch for Unreal Gold, it will overwrite any alternative binaries in the Steam version if there are.
Unless you are wanting to use a specific GFX card and renderer combo, you may want to add a DX8 renderer.

I don't know if the community 227 patch will work on 9x, but I know steam won't work on 98.
