To be honest, Unreal was much like Crysis and Quake and Doom before it, i.e. a PC-oriented game that was really pushing the "next-gen" PC graphics, with the console ports as an afterthought.
Epic made efforts to port the Unreal Engine over to the consoles and they had plans to do so since the beginnings, but the focus of the original Unreal (as well as UT99, UT2003/2004 and Unreal 2) was pretty clear, namely to push PC hardware to the next level.
The first Epic's game which was not PC-oriented was Gears of War, which premiered the Unreal Engine 3 on the consoles (Xbox 360).
With Unreal Engine 4, focus is on "cross platform" development.
