Also, have you downloaded the 227 patch from www.oldunreal.com ?
The patch will probably fix these issues, as it's very thoroughly fleshed out. You can get the latest patch from www.oldunreal.com in the downloads section. If the problem persists; just ask on the oldunreal forums for help, this is where the crux of the community and where the update developers reside, they will be eager to help.

The question is: when you are in full daylight is it bright? If so, it might be "as designed". But I think there is a flashlight...
I think there was also a Gamma adjustment in the settings. But some dark spots are supposed to be very dark.
Edit: Sorry I was thinking about another game. There is a "temporary" flashlight as equipment, later. There are flares though, but they are single use.
I now remember that we used to use the energy pistol, that regenerates ammo, to light up things. Shoot into the dark and you can see by the energy flash.
