There is also "Running With Rifles" and it has it's own Cold War mods, alongside "Ravenfield". Both of those are pretty nice to lower spec rigs.
And lastly, there is Total Conflict: Resistance. If you have ever played a Mount & Blade game, this is similar. RTS/FPS hybrid, there is a dynamic world economy and ecosystem. And you build up your faction in manpower and firepower and conquer the map or make allies.
Oh and another one, Call to Arms, the Free to Play FPS/RTS hybrid has some cold war mods too that should be compatible with the free version of the game. It is kinda janky though.
*ARMA 3 even has a dedicated cold war (C)DLC, called Global Mobilization
