Keep in mind, I have a retail copy of UT2004 and steam does not accept it, in the email i sent photos of the key itself so feel free to try it.
This thread is about an entirely different key related issue, where the Steam version of UT2k4 would lose it's registry entry for the CD key and think it was an invalid copy.
The vast majority of all retail games can not be activated on Steam even if they can be purchased on Steam too, and that is true for GOG, Gamer's Gate and all other digital distributors.
Here is a complete list of all games that CAN be activated on Steam using a retail key: https://support.steampowered.com/kb_article.php?ref=7480-wusf-3601
I remember a program called "UT2004 Key Changer". That would fix the problem if you know your key but only if your key is genuine.

we use this tool to change our server keys and could be used to see, change or fix your ut2004 steam key

I however advice - Regfix for ut4mod files http://www.utzone.de/forum/downloads.php?do=file&id=3465 This will allow ut2mod installs. Also works for 2003, Both steam, and retail.
This fixes the whole reg and cd key.
They have time to push me around but I don't see them helping you guys out and thats all I'm doing, is helping people.
The player who wrote it seems to be banned from the forum by now and the comment in which he posted the link has been erased entirely.
I remember it was indeed a link to a gamefront download.
Google chace only shows the initial message posted by Blim on the 21st. Maybe Steam got a backup of the chat.
First of all I've been playing pirated version of UT2004. After some period of time my consciense started to bleed so I bought UT on steam.
I guess everyone who got the issue been playing pirated one.
Starting steam as admin resolved the problem. If it still doesn't work, download UT2kx Regcheck and start it as user. Remember the directory and the key in UT2004 tab. Don't try to change anything there - it's not gonna work cause regestry editing requires admin permissions. After that run the prog as admin. IF you got another key, your problem is just like mine, so running steam as admin should resolve everything.
After that I went to my steam directory, \steamapps\common\unreal tournament 2004\System , I found UT2004.ini, also I delted it.
I lunched steam (it was off when I was doing it) ,clicked on ut2004 icon in my steam liblary menu. Properties > Local files tab > "Verify integrity of game cache...". It did Verified it sucessfuly. Then I launched UT2004 and it works. :p
I probably done a lot's of misspels cause steam do not have autocorrect function for not native dyslexic ♥♥♥♥♥♥♥ like me.
