Not everybody on Rembo is using a warez key and or an aimbot. It's not an "illegal" server either. There is a massive list of players who have been banned from Rembo's, but it' probably still has a few cheaters. It annoys the hell everybody, but that's life.
If you suspect somebody of cheating on Rembo's, they do have a forum you can post on.
UT2003-2007 all have cd key checks. You simply cannot play online legally otherwise. I wont go into discussion on explaining and stuff since I would be talking piracy.
Anti TCC however is an community made anti cheat protection and usually does not affect third party cheats. TCC is ment for console tweak abusers. You see these on games on GoldSRC, Source etc.

Unlike UT99, there's no 'true' Anti cheat unfort.
