You'll have to go into the configuration .ini file.
Navigate to your Apps folder: C:\Program Files\Steam\steamapps\common\UnrealTournament2004\System\

Program Files may actually be Program Files (x86), and UnrealTournament2004 may be UT2004, but I'm sure you'll find it regardless.

Locate UT2004.ini, which is a configuration file located just under the application, UT2004.exe, if the files are in order by name.

At this point, you of course want make sure UT2004 isn't running. Double-click on it, open it with Notepad or whatever application you might use to open text documents, and hit Ctrl+F.

If you play in full screen, type "FullScreen" and hit Enter. It should lead directly to two lines of code:
FullscreenViewportX=640
FullscreenViewportY=480

Replace "640" with "1920", and "480" with "1080".

Otherwise, if you play the game windowed, you can still search the file for "FullScreen", and just above are two lines which read:
WindowedViewportX=640
WindowedViewportY=480
Same as before, replace "640" with "1920", and "480" with "1080".

You can also set the resolution quickly and easily in-game.

open the console (~) while the game is running and type:

setres 1920x1080

Then hit enter. Boom. Resolution set.

You can also enable vsync, change the fov and increase anisotropic filtering in that .ini file. With all that done the game looks really sharp and good. :)
There's a pretty cool mod that allows high res and bloom. Pretty simple.

WindowedViewportX=1920
WindowedViewportY=1080
FullscreenViewportX=1920
FullscreenViewportY=1080

PS: before that I don't think you can set it to full HD (1080), etc.!
