Try a different (older is fine) videocard from nvidia or from AMD but not one from the HD2000 - HD 5000 series. OR try Windows XP with your current videocard as I guess you have Vista or higher.
My old rig with 2x Athlon MP 2800+, 3GB RAM and a AGP HD5770 1GB GDDR5 failed to reach the FPS cap after upgrading to Windows 7. The avarage FPS going from green into yellow often and the current FPS often going purple. If I put an older card in like the x1950 series of AMD it is all fine in Windows 7 and 8.
The bad performance in Windows Vista or higher for UT2k4 is probably due to bad drivers for the older HD series. I had many issues with other games as well and I remember putting my x1950 back.

Well, never say never, but
I tried the CD driver and tried several straight after launch. I also tried the last driver where AGP and PCI-E driver instructions got shared and each AGP driver after they got split up, but the card never performed well for UT2k4 in Win 7 whatever I tried. Also in UT3 I had an FPS like 18 with drops to 6 in lowest settings where I had a stable and playable ~24 FPS on Windows XP on HD ultra settings with a stable 40+ on lower settings.
Maybe Windows 10 with the low level DX12 api will help, but I guess that got a small chance as AMD pretty much stopped supporting the HD2000 - 5000 series due to many driver related issues.
Unless someone else knows a trick, unfortuntely that are the options.
I had better performances with a 3 year older AMD card and a 5 year older Nvidia card for UT2k4. If you google on HD2000 - 5000 series cards you can see that WoW and a bunch of other games have fps issues vs those cards as well.
Maybe check by a VM when Win 10 with DX12 is out of beta if your GPU is supported and how the card performs for UT. That won't cost you a buck nor a re-install if it fails.

altho i really want to use that mod but, i think just wait for an update of the mod or something :(
I don't exactly know what the mod does, but you should be able to set any kind of resolution and fov by the .ini files or by the console by using
FullscreenViewportX=1920
FullscreenViewportY=1200
FOV=100.39
use http://www.wsgf.org/fovcalc.php to check the fov that matches your screen resolution.
Gun position; I have never changed it and a simple google search doesn't show anything matching.
