Here's a rundown of what's included in the Steam version compared to various retail versions:
The original DVD release of UT2004 contained several sets of tutorial videos, along with Upaint, and some other goodies. The CD version included Upaint, but not the videos. These videos were also included in the ECE release, which you can view here:

Lastly, there was Unreal Anthology, which included UT2004 along with all the Mega Bonus Pack content, just like the Steam version. (I'm pretty sure the UA version was the template for the Steam release.) It also included Unreal 1, Unreal 1 Return to Na Pali, Unreal Tournament and Unreal 2. It came with a soundtrack CD, but none of the other UT2004 bonus materials, like the 3Dbuzz videos or Upaint.
For the record I own the original CD version, Unreal Anthology and the Steam version.
