Screen percentage is something in Unreal Engine 3 (UT3). If I were to guess it sounds like you have the wrong resolution. The image can become blurry on an LCD if the resultion is scaled up to the native resolution of the display. Try using a higher resolution?
already tried, by some reason the max resolution is 1024X768 or something like that

edit: i treid to change the resolution from the ini file and the menus still look blurry, but in game it looks ok, not sure if this problem prevents it from looking better

Go to the console with ` and type "setres" without quotes then your monitor resolution.

e.g. setres 1920x1080

open the console with tab or `

type:
setres 1920x1200 (or whatever you desire)

type:
fov 100 (for 16:9 screens fov 106)

The resolution changes instantly, the fov only changes the next time your spawn.

So, the screenshots are in 1366x768, which I'm assuming is your screen's resolution, but it does look very blurry. Have you tried validating the game cache?

If that doesn't work, try deleting User.ini and UT2004.ini

The game will recreate those, but your settings will be reset. I doubt it'll work but it's worth a try.

Looks like you have your textures all set to the lowest setting. Go into the settings menu, and
put "Texture Detail" "Character Detail" and "World Detail" to Highest. If this doesn't fix it, you may have changed something in the ini that would override these settings; in that case delete your UT2004.ini and try again. Your menu textures also seem blurry, these normally should look crisp no matter what, so I do recommend deleting your ini.

Lastly, your video card's software can also override your UT2004 settings. If you have Catalyst Control Center or the Nvdia equivalent, check your settings there.

You have to be kidding me, the problem was never the Engine or the game, it was the configuration of my graphic card:

I have an Intel Graphic Card, so you can expect some crappy perfomance, so when i formatted my laptop, i configured a lot of ♥♥♥♥♥♥♥♥ around it, and in the Control Panel of Intel - 3D i left "Texture Qualitty" on "Perfomance", which caused the blurry effect on, apparently, unreal engine games, i just changed it to "Qualitty" and its fixed now, so thanks anyway
