TDM4/CTF4 Mod?

Top GOG review mentioned this mod (however it was from 2008), and I also saw a video of the mod maybe a month ago. However, tried searching around a bit and no luck. Does anyone have any idea where it could be accessed? And in the case that it is gone from the net for good, it's possible to recreate it using the Unreal Editor, right?
