how to import level editor?

I found this link to download level editor:

If i have installed UT4 from Steam,can i use this level editor?

You can install UT4 from steam? Or do you talk about UT2004? For UT4 you still need the EpicGamesLancher, aren't you? Why not use that than as it's free anyway?

The level editor for UT2004 comes with the game. You can't use the "UT4"- editor to edit maps in UT2004. It's 2 different engines. You'll find the editor for UT2004 (UnrealEd.exe) in the System folder of your UT2004 directory.
